PayPal has resolved the incident and our internal checking shows that the issue is resolved for Personify clients as well.

We're aware of an issue that's causing an increase in timeouts or connectivity errors when attempting to submit transactions to payflowpro.paypal.com and pilot-payflowpro.paypal.com.
Technical teams are currently investigating the issue.
